在城投公司有一項(xiàng)很特別的工作程序,那就是項(xiàng)目報(bào)建。這項(xiàng)工作不像建設(shè)工作那樣參與到具體項(xiàng)目建設(shè)中，但是卻又跟公司所有在建項(xiàng)目息息相關(guān)。從事項(xiàng)目報(bào)建的報(bào)建人員不會(huì)鐫刻在項(xiàng)目竣工紀(jì)念碑上，但是他們卻是一群與時(shí)間賽跑，保障項(xiàng)目順利開工的無(wú)名英雄！

彭程，就是城投公司從事項(xiàng)目報(bào)建工作的普通黨員。沒(méi)有項(xiàng)目建設(shè)者顯赫的業(yè)績(jī)，沒(méi)有項(xiàng)目建成時(shí)炫目的光環(huán)，作為專業(yè)從事項(xiàng)目報(bào)建工作的建設(shè)者，有的只是無(wú)數(shù)個(gè)跟圖紙相伴的日日夜夜，有的只是跟無(wú)數(shù)部門溝通協(xié)調(diào)的方方面面，有的只是無(wú)數(shù)個(gè)論證會(huì)議的修修改改。平凡的崗位，無(wú)怨的付出，年復(fù)一年的協(xié)調(diào)，卻演繹著他們對(duì)項(xiàng)目建設(shè)的無(wú)限熱愛和對(duì)事業(yè)的忠誠(chéng)。

宿松路快速化改造工程，全長(zhǎng)16.7公里，是合肥市目前最長(zhǎng)的快速路。該項(xiàng)目沿線與多條城市快速路、軌道交通、高速公路相交，交通系統(tǒng)復(fù)雜，涉及高鐵、高壓線路、綜合管廊等多個(gè)控制因素，項(xiàng)目方案極其復(fù)雜，協(xié)調(diào)難度十分巨大。

作為宿松路項(xiàng)目報(bào)建工作的主要參與者，彭程從一年多前就介入到該項(xiàng)目前期工作中。時(shí)間緊，任務(wù)重，這就需要從事項(xiàng)目報(bào)建工作者提前謀劃，合理制定項(xiàng)目計(jì)劃，統(tǒng)籌安排推進(jìn)涉鐵、涉高速公路方案及洪評(píng)、環(huán)評(píng)等各專項(xiàng)報(bào)批，提前征求自規(guī)局、水務(wù)局、林園局、生態(tài)環(huán)境局、軌道公司、供電公司等各部門意見，盡可能確保項(xiàng)目方案穩(wěn)定，減少反復(fù)，節(jié)約時(shí)間。

加班加點(diǎn)是常態(tài)，“圍追堵截”是策略。為了及時(shí)跟進(jìn)他常常在主管單位辦公室“圍堵”，在會(huì)議室“追截”，利用會(huì)議間隙、散會(huì)時(shí)間、就餐時(shí)間進(jìn)行溝通匯報(bào)。為了尋求最優(yōu)設(shè)計(jì)方案，他常常是“重復(fù)勞動(dòng)”，按不同要求提前準(zhǔn)備幾套材料，以求最優(yōu)，從而大大節(jié)約項(xiàng)目報(bào)批報(bào)建時(shí)間，保障項(xiàng)目合法合規(guī)開工建設(shè)。
